Former Assistant Attorney General Steve Provazza Joins AGG to Expand Healthcare Antitrust and State Enforcement Platform

WASHINGTON, D.C., March 9, 2026 – Arnall Golden Gregory LLP (AGG) welcomes Stephen N. Provazza as a partner in its Litigation & Dispute Resolution practice. A former assistant attorney general and chief of the Consumer & Economic Justice Unit for the Rhode Island Office of the Attorney General, Steve brings substantial experience in healthcare antitrust, state-level transaction review, and competition investigations and enforcement.

State regulators have taken an increasingly active role in reviewing healthcare transactions and leading complex civil enforcement initiatives. As coordination among attorneys general increases, organizations are encountering more layered regulatory review, particularly in connection with significant transactions.

Steve’s arrival further deepens AGG’s bench of former government enforcement attorneys and enhances the firm’s ability to counsel clients facing multijurisdictional oversight at both the state and federal levels.

Before joining AGG, Steve led Rhode Island’s consumer protection, antitrust, and data privacy enforcement efforts. He supervised investigations involving healthcare transactions, pricing conduct, advertising practices, consumer finance, and emerging technology issues. He also advised on legislation and regulations related to antitrust, business regulation, and privacy law.

Steve played a central role in Rhode Island’s healthcare transaction review process, working closely with the Rhode Island Department of Health and the Federal Trade Commission on major hospital system combinations. He also helped craft the state’s healthcare pre-merger notification rules, giving him firsthand insight into how state-level review frameworks are structured and implemented. He participated in bipartisan multistate investigations resulting in significant recoveries and nationwide injunctive relief.

At AGG, Steve advises healthcare systems, private equity sponsors, and companies across regulated industries on antitrust risk, transaction strategy, and government investigations. In addition to his work in the Rhode Island Attorney General’s Office, he has represented companies and individuals in matters involving the Securities and Exchange Commission, the U.S. Department of Justice, U.S. Attorneys’ Offices, and the Commodity Futures Trading Commission.
