Biography

Steve is a partner in the Litigation & Dispute Resolution practice, where he advises companies facing state and federal government investigations and other high-stakes litigation.

Steve represents clients under scrutiny from state and federal competition regulators, drawing on years of experience leading complex investigations and litigation from inside a state attorney general’s office. He works closely with clients in highly regulated industries, including healthcare, fintech, automotive, energy, and other consumer-facing businesses.

Before joining AGG, Steve served as chief of the Consumer & Economic Justice Unit at the Rhode Island Office of the Attorney General, where he led the office’s consumer protection, antitrust, and data privacy enforcement efforts. His experience includes matters involving advertising and marketing practices, consumer finance, pricing and sales practices, and emerging privacy and technology issues. He also participated in numerous major bipartisan multistate investigations and lawsuits. These matters often resulted in substantial recoveries for the state and nationwide injunctive relief. His work with attorneys general across the country has given him a practical understanding of how state enforcement matters are evaluated and advanced across jurisdictions.

Steve also guides clients through complex regulatory reviews and investigations, particularly in the healthcare space. He has led a number of merger reviews in the healthcare space, including a proposed combination of the state’s two largest health systems. He has also worked closely with other regulators throughout that process, including the Federal Trade Commission and the state Department of Health. Steve continues to counsel healthcare systems, private equity sponsors, and other investors on transactions that may draw state or federal antitrust scrutiny.

In addition to his state enforcement background, Steve also brings a broad investigations and litigation skill set that allows him to seamlessly plug into virtually any regulatory or enforcement matter. He has represented companies and individuals in investigations involving the Securities and Exchange Commission, U.S. Department of Justice, U.S. Attorneys’ Offices, and the Commodity Futures Trading Commission.

With his regulator-informed perspective, Steve anticipates enforcement priorities, develops effective response strategies, and helps resolve matters efficiently while minimizing business disruption.
