AGG Welcomes Former HHS Attorney Andrew Tsui, Bolstering Healthcare Litigation Practice in Washington, D.C.
Washington, D.C., February 27, 2025 – Arnall Golden Gregory LLP (AGG) is proud to announce the addition of Andrew Tsui as the latest partner and former government attorney to join the firm’s Healthcare Litigation practice in its growing Washington, D.C. office. He brings more than a decade of experience litigating on behalf of the U.S. Department of Health and Human Services (HHS) Office of the General Counsel for the Centers for Medicare & Medicaid Services (CMS) Division.
A veteran litigator, Andrew further strengthens AGG’s deep bench of former federal attorneys in D.C. dedicated to protecting healthcare providers and organizations in all healthcare litigation matters ranging from reimbursement disputes with payors to defending national whistleblower lawsuits and False Claims Act investigations. Andrew’s addition follows that of Gabriel H. Scannapieco, former assistant director at the Department of Justice’s Consumer Protection Branch, and Brian R. Stimson, former acting general counsel and principal deputy general counsel at HHS. Bill A. Dombi, former president and CEO of the National Association for Home Care & Hospice, also recently joined the firm’s D.C. office.

Andrew primarily represents hospitals, health systems, laboratories, and suppliers in transactions, direct reimbursement litigation, appeals, and government audits and investigations, including potential violations of the Anti-Kickback Statute and False Claims Act. With deep insight into traditional Medicare and Medicaid programs, he also represents providers facing reimbursement challenges before commercial payors and Medicare Advantage plans. Previously, he counseled a wide variety of healthcare, food and drug, medical technology, and life science companies at one of the largest international law firms in the world.
In his role at HHS, Andrew represented CMS in high-stakes legal challenges involving Medicare, Medicaid, the Affordable Care Act, and other federal healthcare programs. His litigation strategy and acumen contributed to saving the Medicare program hundreds of millions of dollars, experience he now leverages to protect and recover provider revenues in private practice.
Andrew earned his J.D. from the University of North Carolina School of Law, his M.P.H. in public health from the UNC Gillings School of Global Public Health, and his B.A. in English and American studies from Wesleyan University.

Andrew’s arrival is accompanied by Grace P. Gluck, a Healthcare associate in AGG’s Atlanta office. She focuses her practice on providing transactional and regulatory counseling for a variety of clients across the healthcare industry. Grace earned her J.D. from Georgia State University College of Law, where she graduated, summa cum laude. Prior to attending law school, Grace worked in private intelligence and crisis communications for Fortune 500 companies, as well as healthcare organizations and healthcare technology startups. Additionally, she earned her M.A. in health administration from the Georgia State University J. Mack Robinson College of Business and both her B.A. in political science and her B.B.A. in marketing and communications from Emory University.
