Biography

Kevin is of counsel in the Litigation & Dispute Resolution practice, where he advises healthcare and life sciences clients on complex regulatory, enforcement, and litigation matters involving federal healthcare programs and patent defense. With years of first-hand government experience resolving high-stakes healthcare disputes and civil defense cases, Kevin works closely with clients to provide holistic counsel and develop pragmatic litigation strategies, simplifying complex topics before a judge and jury. By developing tailored strategies to respond to his client’s unique needs, Kevin works to find solutions in the early stages of litigation.

Kevin also represents technology and life sciences companies in high-stakes patent trials and other technology-related commercial disputes including domestic and international arbitrations. He has experience representing clients in key patent litigation venues, including the Eastern and Western Districts of Texas; the District of Delaware; the Eastern District of Virginia; the Northern District of Illinois; the International Trade Commission (“ITC”); the Patent Trial and Appeal Board (“PTAB”); and the Court of Appeals for the Federal Circuit. Kevin represents clients ranging from startups to established corporations.

As an attorney in the National Complex Litigation and Investigation Division (“NCLID”) of the U.S. Department of Health and Human Services (“HHS”), Kevin led litigation and investigative matters of national significance, working with every agency and office within the department. His work included defending HHS in constitutional and administrative challenges to the Medicare Drug Price Negotiation Program under the Inflation Reduction Act and serving as the lead on opioid-related legal matters and various litigation brought by the DOJ. He also served as the NCLID lead litigating a wide variety of civil defensive cases, including constitutional and Administrative Procedure Act claims.

As an NCLID attorney at HHS, Kevin led and oversaw numerous internal investigations ordered by the secretary or general counsel of HHS into various high-stakes allegations relating to the agency. These investigations were fast-paced and intensive, providing agency leadership with essential information, respond to COVID-related issues in real-time, and respond to urgent inquiries from Congress and the White House.

Kevin’s background includes experience at Am Law 25 firms representing medical device, pharmaceutical, and technology clients in federal courts and administrative tribunals in matters involving intellectual property and regulatory litigation. His clients ranged from disruptive start-ups to established brands worth billions of dollars, with technology ranging from artificial intelligence, computer software, electronics, telecommunications, medical devices, vehicle carbon capture, and mechanical devices. He also served as a judicial law clerk to the Honorable Paul C. Huck of the U.S. District Court for the Southern District of Florida.
