Key Home Care Policy Developments to Watch For in 2026
AGG Healthcare senior counsel Bill Dombi recently published an article for McKnight’s Home Care outlining the most impactful policy shifts affecting home care providers in 2026 and what still lies ahead.
Bill covered Medicare home health rate changes, telehealth and hospital-at-home waivers, hospice program integrity activity, and Medicaid home- and community-based services (“HCBS”) funding pressures driven by the One Big Beautiful Bill Act. On the hospice side, he called on the Centers for Medicare & Medicaid Services to tread carefully with its proposed integrity risk-ranking program.
He also addressed private pay home care, pointing to immigration restrictions and unresolved Fair Labor Standards Act wage questions as the top workforce concerns heading into the second half of the year.
“Regardless of what happens on the federal level, keep an eye on state actions,” Bill said. “…If changed federal standards result in employees losing rights, expect certain states to restore those protections.”
