Luis Arandia Discusses Phase 3 Tariff Refund Process in Bloomberg Law

AGG International Trade co-chair Luis Arandia was quoted in Bloomberg Law, discussing the latest phase of the U.S. Customs and Border Protection (“CBP”) tariff refund process.

CBP has opened Phase 3 of its Consolidated Administration and Processing of Entries (“CAPE”) system to certain older, finalized import entries. The expansion provides a new avenue for eligible importers that filed litigation and met the agency’s submission requirements, but it does not extend to every importer seeking refunds.

“We are on the home stretch as Phase 3 will provide importers a path to resolve remaining claims and bring the refund effort closer to completion,” Luis said. He also raised the question of whether CBP has addressed the technical problems that previously delayed the phase.

Importers should review eligibility, litigation status, entry records, and filing instructions before pursuing refunds. To read the full article, please click here.
