Bill Dombi Explains Advocacy’s Role in Home Health in Article for Home Health Care News

Bill Dombi, AGG Healthcare senior counsel, was quoted in a Home Health Care News article discussing the role of advocacy in the home health industry as it approaches the unveiling of the 2026 home health payment rule.

“Advocacy actually created the home health benefit in the 1965 program, as a last-minute addition,” Bill said. “That was led by a couple of members of Congress, prodded by people in the aging network to have it put in there.”

Since the home health benefit was created, each advocacy win amounted to greater visibility for the home health industry at large, including news coverage, marches, and rallies, and even home care executives being elected to Congress.

“I don’t think this is overstating it,” Bill said. “In the absence of advocacy from people from the aging and disability community, combined with the healthcare community, we wouldn’t have healthcare at home.”
