Former OIG Enforcement Attorney, David Blank, Joins Arnall Golden Gregory’s Healthcare Practice in Washington

WASHINGTON, D.C. – Arnall Golden Gregory (AGG) is pleased to announce that David M. Blank has joined the firm’s Washington, D.C. office as a partner in the Healthcare practice. He represents clients in healthcare fraud and abuse matters, corporate compliance and governance, and civil and white-collar litigation. His years of experience as agency counsel, federal prosecutor, and defense attorney make him uniquely qualified to advise clients in healthcare enforcement and compliance.

“David draws his experience from a distinguished career in the federal government where he served for more than ten years. This depth of knowledge combined with his work in the private sector gives him a competitive advantage and provides our clients with unparalleled service,” said AGG Healthcare practice co-chair Hedy S. Rubinger.

“Serving in the OIG has equipped David with incredible insights and perspectives that are critical to our clients. His understanding of the government’s approach to healthcare enforcement is invaluable for mitigating organizational risk and finding pragmatic solutions to complex problems. We are fortunate to add David to our roster of healthcare attorneys,” added AGG Healthcare co-chair R. Michael Barry.

As one of the OIG’s most senior enforcement attorneys, David led countless investigations and represented the agency in over 80 matters before administrative law judges and the departmental appeal board. David was instrumental in developing the OIG’s affirmative enforcement efforts and heavily influenced office-wide investigative initiatives and enforcement priorities. His work laid the foundation for the OIG’s creation of the Affirmative Litigation Branch, a new division focusing solely on the imposition of monetary penalties and the exclusion of individuals and entities under the Civil Monetary Penalties Law.

“AGG has a well-deserved reputation for excellence in healthcare litigation and regulatory counseling. I am excited to join an esteemed group of attorneys, and I look forward to working with some of the best legal minds on healthcare investigations, enforcement, and compliance matters,” said David.

David received his Bachelor’s degree from the University of Central Florida and his J.D. from the Shepard Broad Law Center at Nova Southeastern University. He speaks nationally on healthcare fraud and abuse topics and is an active member in several healthcare industry associations.
