Biography

Bill is managing director for the firm’s Forensic Advisory Services. He specializes in investigations and consulting services with regard to the Foreign Corrupt Practices Act, False Claims Act, and Economic Espionage Act. He has over 25 years of experience performing forensic examinations. Prior to AGG, Bill worked at Grant Thornton LLP in their Forensic Advisory practice and was also the national practice leader for Anti-Corruption and Investigation Services.

Experience

  • Investigated allegations of bribery, kickbacks and money laundering involving a large Brazilian petrochemical company trading on the US exchanges. The investigation resulted in one of the largest FCPA settlements in US history.

  • Performed net worth analysis and asset searches for The DOJ asset forfeiture and money laundering section. Traced over $100 million of drug cartel money going to two Las Vegas casinos. The investigation resulted in significant fines and penalties against the casinos for AML violations.

  • Performed an FCPA investigation for an Israeli based pharmaceutical company trading on US exchanges. We also provided anti-bribery remediation procedures for them as part of a deferred prosecution agreement with the DOJ and SEC.

  • Performed an investigation into bribery of government officials by the senior management of a large telecommunications company with operations in the former Soviet Union. The results of this investigation, which included violations of the Foreign Corrupt Practices Act were reported to the SEC/DOJ and resulted in a deferred prosecution agreement.

  • Performed an investigation into allegations of commercial bribery, economic espionage, and corruption involving a large healthcare company with operations in the Caribbean. The investigation resulted in the termination of several vendor contracts, the termination of several company officers, and civil litigation against several vendors.

  • Performed an investigation for a US environmental firm providing services on a Philippine government contract. This investigation uncovered violations such as bribery of government officials, falsification of books and records and the submission of false claims to the government. The company self-reported the violations and rescinded all claims to the government.

  • Performed an internal investigation into allegations of corruption within the Asia/Pacific division of a US technology company located in Singapore, Indonesia, and Japan. Our investigation uncovered vendor kickbacks, conflicts of interest, and bid-rigging. The results of our investigation were turned over to the Bureau of Corruption in Singapore.

  • Performed an investigation for a US engineering company supporting the United States and NATO troops stationed in Bosnia/Herzegovina. Our investigation uncovered evidence of violations of the False Claims Act. Our results were reported to the DOD Inspector General for further investigation.

  • Performed an investigation into allegations of economic espionage, commercial bribery and conflicts of interest involving the China operations of a U.S. retail and electronics manufacturing company. The results of our investigation resulted in the termination of several key employees for theft of trade secrets and commercial bribery.

  • Performed an investigation into allegations of corruption involving a not-for-profit organization providing relief work after hurricane Katrina. The investigation uncovered evidence of bid-rigging, vendor fraud, and construction fraud. Our results were turned over to the DOJ Katrina task force for further investigation.

  • Performed anti-bribery/corruption due diligence on a large Italian gaming company seeking licensure to provide gaming and lottery services in over 30 US states and several provinces in Canada. As a result of our due diligence the company agreed to improve their compliance and oversight procedures as a contingency to receiving their gaming license.

  • Performed an investigation for a US technology company with operations in India and China into allegations of FCPA violations. The findings of our investigation were presented to the SEC and DOJ which resulted in a favorable deferred prosecution agreement for the client.
