John is a partner in the Government Investigations and White Collar Crime practices and co-chair of the firm’s Anti-Corruption team. He represents clients in False Claims Act, procurement fraud, and financial cases. He also has extensive experience in Foreign Corrupt Practices Act (FCPA) investigations and devotes substantial time representing individuals and companies, including multinationals that trade their securities on the U.S. stock exchanges and are subject to the jurisdiction of the U.S. Department of Justice and the U.S. Securities and Exchange Commission. His civil litigation practice includes defending clients in commercial disputes with private litigants and the federal government.

John is an experienced trial lawyer who has served as “first-chair” counsel in more than 50 jury and bench trials. He regularly works with a company’s senior executive management and chief legal officer to enhance compliance programs and prevent, mitigate, and resolve associated risks. His clients include defense contractors, healthcare providers and other companies across a wide range of industries.

John served as Assistant U.S. Attorney and Branch Chief for the Eastern District of Virginia and received the Department of Justice Director’s Award for Superior Performance. He also held two additional leadership positions in government: Chief Counsel to the U.S. House of Representatives Committee on Oversight and Government Reform, and Staff Director for the congressionally-mandated U.S. Department of Defense panel created to investigate allegations of misconduct at the U.S. Air Force Academy. In the latter position, he played a key role in the panel’s work and recommendations to the Secretary of Defense and the House and Senate Armed Services Committees.

After graduation from law school, John had the privilege of serving as law clerk for the Honorable John A. Field, Jr., U.S. Circuit Judge for the Fourth Circuit Court of Appeals.


  • Represented a Brazilian corporation and U.S. “issuer” in one of the largest FCPA settlements of bribery allegations arising from Brazil’s Lava Jato (Operation Car Wash) anticorruption probe.

  • Represented a Department of Defense contractor in a theft of trade secrets and Economic Espionage Act investigation conducted by the Department of Justice and Federal Bureau of Investigation.

  • Obtained a jury verdict for a Belgian air jet weaving machine manufacturer sued for $100 million by a Swiss competitor alleging infringement of its patents.

  • Represented a Department of Defense contractor in a bribery and conflict of interest investigation conducted by the U.S. Army Criminal Investigation Command in South Korea.

  • Obtained a favorable settlement for a national healthcare provider in a False Claims Act qui tam case following intervention in the litigation by the Department of Justice.

  • Represented an international construction company in an FCPA investigation related to a project in the Middle East.

  • Awarded judgment for specific performance of a teaming agreement for a $150 million commercial subcontract in a U.S. Navy/NASA project.

  • Secured summary judgment for a member of a limited liability company that was defending a $70 million judgment awarded for infringement of the company’s patents.

  • Represented a government contractor in a five-week jury trial of a False Claims Act case brought by the Department of Justice based on allegations of organizational conflicts of interest related to work performed for the Nuclear Regulatory Commission and the Department of Energy.

  • Represented a global company in the first FCPA investigation by the Department of Justice and the Securities and Exchange Commission of a Brazilian multinational, involving transactions in Latin America, Asia, the Middle East and Africa.
