Rebekah N. Plowman is a partner in the Healthcare Practice. Ms. Plowman focuses her practice on civil False Claims Act litigation brought by federal and state governmental agencies and whistleblowers, as well as other government enforcement actions involving OIG civil monetary penalties and exclusion actions and state AGs and MFCUs.

Her False Claims Act and qui tam experience includes all types of billing, coding and medical necessity cases, as well as kickbacks, quality of care, and worthless services cases. She also defends providers in government audits and appeals, including ZPICs, MACs, and state fraud units, and before The Joint Commission.

Ms. Plowman provides extensive advice on healthcare regulatory issues, including fraud and abuse analysis, compliance program development and implementation, and corporate governance issues involving compliance, including with corporate integrity agreements (CIAs). She also conducts due diligence reviews associated with health care company acquisitions.

She has represented hospitals and health systems, hospice, home health and other post-acute care providers, diagnostic imaging, ambulance and other suppliers, device manufactures, private investors, and other institutions that invest in or support the healthcare industry.

Prior to practicing law, Ms. Plowman was a registered nurse in the Cardiac Intensive Care Unit at Indiana University Medical Center. She is a member of the American Health Lawyers Association, where she served as chair of the Health Care Liability and Litigation Practice Group and currently serves on the Dispute Resolution Service Council. Ms. Plowman has written and spoken extensively on healthcare litigation, fraud and abuse issues, and the Affordable Care Act.
