Public Finance Attorneys Lewis Horne, Sandra Zayac Join Arnall Golden Gregory

Lewis C. Horne, Jr., one of metro Atlanta’s leading public finance attorneys, and Sandra Z. Zayac, a highly regarded public finance and economic development and incentives attorney, have joined the Atlanta office of Arnall Golden Gregory LLP as partners.

Mr. Horne has over 35 years of experience in public finance. He is the longtime counsel for the Development Authority of Fulton County, which has helped hundreds of businesses expand or relocate and is considered one of the preeminent development authorities in the Southeast.

As Development Authority counsel, Mr. Horne assists with tax-exempt and taxable bond financing for projects that include multifamily housing, hospitals, museums, schools, retirement care facilities, and various commercial and industrial businesses.

His other experience includes completing a $125 million stadium restructuring transaction for Philips Arena in Atlanta, restructuring Grady Health System in 2008, and serving as underwriter’s counsel or bond counsel in a multitude of housing and public transactions across the country over the years.

Mr. Horne is a gubernatorial appointee to the Georgia Regents Health System Board of Directors and was the first minority lawyer to serve on the National Association of Bond Lawyers Board of Directors. He is one of the first black lawyers to be listed in the Bond Buyer’s Municipal Marketplace, known as the “Red Book,” a national directory of bond lawyers and bond firms.

Mr. Horne graduated from Harvard Law School and the Harvard Kennedy School of Government in 1976.

Ms. Zayac’s experience includes serving as bond counsel, underwriter’s counsel, credit enhancer’s counsel, issuer’s counsel and purchaser’s counsel. She serves as co-counsel to the Development Authority of Fulton County, representing the authority in bond issues for manufacturing facilities, private companies and nonprofit entities, such as hospitals and schools. Ms. Zayac also is general counsel to the Residential Care Facilities for the Elderly Authority of Fulton County.

In addition, she has served as bond counsel to a large hospital authority, a nonprofit hospital, and private companies seeking economic development incentives. Ms. Zayac also has represented several major banks in various financial transactions.
