Biography

Carter is AGG’s Director of Government Relations and Communications and is responsible for bringing comprehensive federal and state government relations and communications services to the firm’s clients. He has more than 25 years of consulting and federal government service, including more than eight years in the U.S. Senate, nine years in the U.S. House of Representatives, and nearly five years at the U.S. Department of Housing and Urban Development (HUD). He has held senior leadership roles including chief of staff to U.S. Senator John Warner and general deputy assistant secretary for congressional and intergovernmental relations for two HUD secretaries.

Carter has served with leaders in the U.S. Congress and two administrations, and he has worked with business, public sector, and nonprofit policy leaders. His leadership on policy and strategy initiatives has enabled him to build effective communications and government relations strategies and plans for clients of all sizes and in a broad range of industries.

Working with the firm’s attorneys from numerous practices, including healthcare, housing, privacy, corporate, litigation, and transportation and infrastructure, Carter draws on his unique government experience, broad-based relationships, and a deep understanding of the policy and regulatory process. He brings to our clients creative insights that help them identify important opportunities and address their specific challenges which, on occasion, will require the attention of government officials. He has unique experience in crisis communications and response (planning and strategy) – in particular, related to natural disasters and white-collar crime. In the aftermath of hurricanes Katrina, Rita, and Wilma, while leading HUD’s congressional relations office and serving as a key contact point for Gulf state governors and local officials, Carter was instrumental in working with multiple stakeholder and constituent groups to guide and inform Congressional conference committees writing the public law that brought federal disaster assistance and recovery funds the region needed to rebuild.

Experience

  • Advised a major producer of electronics and software with significant challenges communicating with the Consumer Product Safety Commission, the EPA and the US Department of Transportation to name a few. Provided assessment of their standing crisis communications strategy that included extensive recommendations to revise and reconstruct. Client asked for a new US government communications and government relations strategy that helped them to resolve challenges and restore their standing and relationships with federal regulatory authorities.

  • Advised and consulted for a Fortune 100 energy company on government relations strategy to earn federal approval for a project that covered 600 miles in five states. The project required multiple permits and approvals from numerous agencies and departments across the federal government to include: the US Army Corps of Engineers, the Fish and Wildlife Service and EPA, among others. The project is succeeding and continues to progress.

  • Conducted legislative analysis of bill working its way through the House Appropriations Committee and advised client of substantive adverse provisions in the bill that could have major consequences for their business. Developed the strategy to change the provision in the Senate and earned the support of the congressmen that originally put the provision in the House bill.

  • Developed and implemented comprehensive strategic communications and government relations strategy for a transportation and logistics company that needed federal, state and local approvals for infrastructure improvements along extensive stretches of rail lines that would result in the ability to increase, significantly, the volume of freight moving on that rail network.  The project remains successful as they continue to grow the volume of containers moving throughout the network.
