H. Carol Saul is a partner in the Healthcare Practice and co-chairs its Hospitals and Health Systems Team. Ms. Saul has been recognized by Chambers USA: America’s Leading Lawyers for Business as a leader in healthcare. 

Ms. Saul's practice focuses on regulatory counseling to private equity investors in the healthcare sector and to a broad range of providers: hospitals, academic medical centers, physical therapy, home health, hospice, and assisted living. Ms. Saul’s areas of focus include the Stark Law, the Anti-Kickback Statute and other federal and state fraud and abuse laws, compliance counseling, privacy and security (HIPAA/HITECH Act), health regulatory due diligence and Medicare/Medicaid reimbursement matters. She has extensive experience with HIPAA compliance, enforcement and audits; safe harbor structuring of healthcare joint ventures and contracts; voluntary disclosure counseling; and Medicare Part B enrollment and termination issues. She frequently advises boards of directors on regulatory risk and compliance.

Ms. Saul previously served on the American Bar Association Task Force for Health Information Technology for Economic and Clinical Health (HITECH) Act compliance. She is a member of National Hospice and Palliative Care Association, Women Business Leaders of the U.S. Healthcare Industry, a former member of the Board of Directors of the Community Health Accreditation Program and a past president of the Atlanta Contemporary Art Center Board. Ms. Saul chairs the Board of the Directors of the Georgia Campaign for Adolescent Power and Potential. Ms. Saul is a charter member of the High Museum of Art and a member of The Temple, Hebrew Benevolent Congregation of Atlanta, and serves on the Board of Advisors to the Metropolitan Atlanta Chamber of Commerce.
