Arnall Golden Gregory Adds Orlando Cabrera As A Partner In The Real Estate Practice Group

Arnall Golden Gregory is pleased to announce the addition of Orlando J. Cabrera as a partner on the Real Estate Practice Group’s Affordable Housing Team. Cabrera previously was of counsel at Squire Patton Boggs (US) LLP where he served as industry group leader of the Tax Credit and Community Development Group.

“Orlando’s diverse and robust experience with affordable and public housing matters allows him to identify with the needs of today’s professionals, bolstering our ability to better serve our clients,” said Jonathan Eady, managing partner at Arnall Golden Gregory. “His reputation for excellence complements our commitment to exceptional client service and value-driven legal results.”

Cabrera has extensive experience advising financial institutions, investors, developers, public housing authorities, housing finance agencies, states, counties, and cities on successfully navigating complex affordable housing and community development matters.

The U.S. Senate confirmed Cabrera as the U.S. Department of Housing and Urban Development’s (HUD) Assistant Secretary for Public and Indian Housing in 2005. While at HUD, Cabrera oversaw the administration of a $24 billion program, which included public housing, the Section 8 program, moderate rehabilitation and federal housing programs for Native American tribes nationwide, and was intensively involved in the Hurricane Katrina recovery effort.

As CEO of a major affordable housing developer, Cabrera raised more than $50 million for capital improvements and $100 million in general equity investment. He also served as executive director and CEO for the Florida Housing Finance Corporation (FHFC), where he developed policies for managing the allocation of the low-income housing tax credits, private activity bonds, and other federal and state resources.

Representative of Cabrera’s work, he is one of three recipients of HUD’s Office of Inspector General Golden Eagle Award for Public Integrity. Outside of work, Cabrera serves on the Board of Directors of the National Housing & Rehabilitation Association. He previously served on the editorial board of the BNA Housing and Development Reporter, was chair and vice chair of the FHFC Board of Directors, and was on the boards of directors of several industry associations and nonprofit corporations. Additionally, Cabrera served on other housing-related boards, including the National Council of State Housing Agencies, National Conference of State Housing Boards, National Leased Housing Association, and the California Housing Consortium.

Cabrera earned his undergraduate degree at the University of Michigan and his law degree at the University of Wisconsin.
